If I pause a Campaign, are the Ad Groups and Ads in that Campaign also paused?

Yes.  Whenever a Campaign is paused, the Ad Groups, Ads and Keywords associated with that Campaign are also paused.  Same if you pause an Ad Group, any Ads and Keywords that are associated with that Ad Group will also be paused.
