If you are unable to add users to your Google Workspace account inside the Account Manager, try the following: 

• Sign in to your Account Manager. 
• On the left side of the page, select Google Workspace to go to the Google Workspace details page. 
• Under the Users section, if SETUP USER is grey, you have assigned the maximum number of users based on your previous user selection. You will need to purchase additional users before proceeding.
